Light patches of fog.
When I was driving the PCH south, I passed through an area where it seemed like there was dust blowing. Being that I am no longer in the desert, I wondered what that was. When I was coming back north, I noticed that this is a place called Sand City. They have signs along the road that warn of blowing sand. Okay, that explains it.
